During President Biden’s first two years, his foreign policy focused on repairing long-standing policy commitments that had been broken by the Trump administration. Biden’s policy included rejoining the Paris Accords (climate change) and the U.N. Human Rights Council, re-engagement with NATO and other Alliances, greater collaboration with Europe on Russia and China, and a willingness to reopen nuclear talks with Iran.
The 2022 midterm elections changed the dynamics of Congress. The Democrats held the Senate by the narrowest of margins. The House has shifted to Republican leadership with a likely lead of six seats. This lecture will examine how the new power calculus in Congress has affected Biden’s foreign policy goals and policies.
